How do i figure out what size jeans I would wear at forever 21?

I wear a size 0 in everything, sometimes a 0 is even too big, but I am about 5″3.
So what size jeans would i wear at a store like forever 21?
I have never used those increments of measurements before.

The 25 at forever 21 fits but is sometimes a it short, and 26 is sometimes a bit wide because I’m tall and thin. So what pants size would I be in Hollister?
